    As advocates for the health and well-being of children and the vitality of the dairy industry, we invite your active support of an important policy effort: the Whole Milk for Healthy Kids Act of 2025 (H.R. 649 / S. 222).

    This bipartisan legislation would restore the option for schools participating in federally funded meal programs to serve whole milk and 2% milk, including flavored varieties — a key step toward improving child nutrition, increasing milk consumption, and supporting the work of dairy producers nationwide.

    The American Jersey Cattle Association and National All-Jersey Inc. have adopted the following resolution in strong support of the bill (attached below). We are asking for your help in advancing it by forwarding this resolution to your local, state, and federal elected officials — especially members of the U.S. House and Senate Committees on Agriculture and Education.

    Resolution for the Whole Milk for Healthy Kids Act

    Whereas, both whole milk and 2% milk are nutrient-rich beverages that provide essential vitamins and minerals, including calcium, vitamin D, potassium, and protein, which are vital for children’s growth and development;

    Whereas, a growing body of research and expert recommendations recognize that whole and reduced-fat milk can be part of a healthy diet for children, supporting strong bones, satiety, and overall nutrition;

    Whereas, the Healthy, Hunger-Free Kids Act of 2010 restricted schools to offering only low-fat and fat-free milk in school meal programs, effectively removing whole and 2% milk from the menu;

    Whereas, the Whole Milk for Healthy Kids Act of 2025 (H.R. 649 / S. 222), introduced in the U.S. Congress, would amend the Richard B. Russell National School Lunch Act to allow schools participating in federally funded meal programs to offer whole milk and 2% milk, including flavored varieties;

    Whereas, restoring the option to serve whole and 2% milk gives schools and parents greater flexibility to meet children’s dietary needs and preferences, potentially increasing milk consumption, improving nutrition, and reducing food waste;

    Whereas, bipartisan support for this legislation demonstrates a shared understanding of the need to offer balanced and practical nutrition options in schools;

    Now, therefore, be it resolved, that American Jersey Cattle Association and National All-Jersey Inc., expresses its strong support for the Whole Milk for Healthy Kids Act of 2023, and urges its passage to reinstate the availability of both whole milk and 2% milk in school meal programs;

    Be it further resolved, that American Jersey Cattle Association and National All-Jersey Inc., encourages members of Congress to support this legislation and empower local schools to offer a fuller range of milk choices to meet students’ nutritional needs;

    Be it further resolved, that copies of this resolution be distributed to local, state, and federal elected officials, including members of the U.S. House and Senate Committees on Agriculture and Education.
