Let the market forces work if those farmers can’t hire legal workers . . . they can pay more first or, second, not expand larger than the workforce in their area. When they break the law, they should be held accountable, potentially send them to prison, and have to re-evaluate their farm’s business model.
If the market was allowed to work with all on a level playing field, there would not be an oversupply problem. The dairy industry needs a house cleaning.
